Fix oil scanning mode of prospector scanner
`GT_UndergroundOil.undergroundOil` used to return the raw value for
"how long the oil well lasts", but now it returns the effective value
for "how much oil does the well produce per pump cycle", meaning
the scanner no longer needs to divide by 5000.
