* refactor(fluid_api): fluent interface
Improves the initial construction model into a fluent interface.
See: https://java-design-patterns.com/patterns/fluentinterface/
This change provides the built and saved states of a GT_Fluid,
with their own interface, so that: object state validations are
performed at build time, rather than causing an `IllegalStateException`
to be thrown at runtime, with the previous implementation.
This also allows the IDE to display and check the applicable methods
for the GT_Fluid object's state, as it moves through the call chain.

Cracked fluid Icons were copied too early from non-cracked fluid
within the `IGT_FluidBuilder`'s implementation.
At this stage, the source Fluid has not registered its own icons yet,
so the Cracked fluid got null Icons (fallback to Error checkerboard).
This commit delegates the copy of the source fluid's Icons, to the
`run` Icons texture's registration task; ensuring the source Fluid
runs its own Icons textures registration before copying them,
as a light-weight dependency management.

* feat(API): Implements a featured API for GT_Fluid
*** Rationale
The current implementation, which is based on the `GT_Fluid` object,
does not allow for the evolution of the functionalities, or the
variation of the fluid-related implementations in GregTech.
*** Objectives
This replacement API should free from these constraints, by providing :
1. The separation of responsibilities of the different tasks and steps:
- The definition and progressive construction of an `IGT_Fluid`,
- Registration of the `IGT_Fluid`,
- Configuration of related equipment, such as containers,
- Propagation of properties of an `IGT_Fluid` to related services
such as Materials
2. The separation of interfaces exposed to the API from their internal
implementations to allow:
- Evolve the implementations in the most transparent way possible
- To have internal GregTech implementations or outsourced
implementations coexist in its extensions.
*** Specificity of this new API
- Provides a new interface to build and interact with fluid related records
- Deprecates the old `api/objects/GT_Fluid` object and the
`common/GT_Proxy.addFluid` record methods

- Adds new GregTech API enumerations:
- `ParticleFX`: Enumerates known EntityFX particles.
- `SoundResource`: Enumerates known sounds with, id and ResourceLocation.
- Refactors code to use the new enumerations instead of string literals.
- Uses `ParticleFX` and `onRandomDisplayTick` to improve or implement
new particle effects for these machines:
- BBF: Adds random flames in front of the firebox.
- Steam machines: Changes pressure-exhaust particles to white vapour,
rather than dark smoke.
- Magic Energy Absorber: Adds random effect, of absorbed magical purple
particles, by the EnderDragon Egg siphon.
- Forge Hammer: Adds sparse random sparks, ejected from the main face.

- Buffed the Oil Cracker to consume less hydrogen than the LCR when hydro-cracking, and to output even more cracked fluid when steam-cracking. These buffs should make it worth to build right away compared to an LCR;
- Increased the EU/t reduction from 5% to 10%, but with a limit of 50%, to give more value to early coil upgrades. Since oil setups like this aren't used at late tiers, it's more important to focus on the first tiers of coils;
- Reworked the recipe time/energy cost. All recipes are now HV, matching the tier of the multi, but stay at 240 EU/t and run faster;
Regarding Anti-Knock Agent:
- Buffed the DT recipe to output more Anti-Knock Agent than the equivalent LCR recipe, and also reduced the total energy cost of the recipe. This recipe is part of a cycle between a Mixer and the DT, but the LCR does it it one step with perfect overclocking and without needing the height that the DT requires to do the recipe, which goes against the point of needing to distill to get Anti-Knock Agent.

also retrofitted volumetric flask to use the new INetworkUpdatableItem and GT_Packet_UpdateItem, deprecating MessageSetFlaskCapacity in the meanwhile.
To open the gui for machine, shift-left-click the circuit slot
To open the gui for circuit, click any block (need to be sneaking if it's chest, furnace, etc) with the circuit held in hand.
