update README, delete RPM/Ubuntu packaging dirs

Update wording/information for packages
add more of the individual Matrix rooms in case spaces don't work
add PolyMC Discord to README
Deleted RPM & Ubuntu/Debian packaging directories, will need to be moved
to separate repositories.
